If you're specifically aiming for characters over anything else - and don't want to spend any money - then be sure to use your one daily "reroll" of an Objective to try and get one with a Lunchbox reward. With that in mind, your only hope for finding Legendary Characters is grinding out your Objectives or stumping up the cash for Luncboxes. There are 22 Legendary Characters in the game, all named after and based on Fallout 3 and Fallout 4 characters, and also all come with a total of 40 SPECIAL points distributed across their stats. Legendary Characters, unlike weapons and outfits, are only found at random through opening Lunchboxes. Here, we'll be taking you through them all.
These come in all kinds of forms from Legendary Characters who excel in combat or production, to Pets, Weapons, Outfits and even Junk Items. Alongside the daily grind in Fallout Shelter, one of the main things you'll be looking for are collectibles.
